I played a lot of fallout 76 last week. I ground out a character with 15 luck and then got really bored with it. It's a pretty limited game, really stretching the grind out as long as possible until like taffy it snaps off or goes limp and droops to the ground.
Perhaps part of the problem is that I tend to skirt around the core gameplay and min/max stuff that was never really intended to be viable (thanks new fallout games).
I played a bunch of the Fallout 2 total conversion Fallout Nevada (I have not tried this version but it sounds great!) . The creator made sure that there are actual useful quests for any build. Mastering something like the doctor skill and acquiring the needed supplies would allow you re-attach a child's severed limbs (or add some peg legs if you suck :D ). Fallout 76 (and to a much lesser extent Fallout 4) is just a junk collection sim like Animal Crossing but with a less shitty interface and more shooting. Attempting to run a min/max character (maybe with googling it would work but I don't want to) just seems to get boring. Max luck and the RNG still sucks so what's the point?
And on that note I'm going to download this newer Fallout Nevada mod and give it a shot. If you want something engrossing try it out. The Russian flavor really comes through the translation so it's sometimes a bit odd for being in Nevada but it's still miles better writing than anything I've experienced from a Bethesda game lately.
